This is the second time this buyer has won a listing of mine and not responded to PMs. My TOS has a 48hr payment policy and I state in item descriptions that buyers need to read them. I also state in my TOS that I don't sell to new users / users with significant negative feedback, but I made an exception for them.
The first time they bought from me (it was an OP), they left several of my PMs unread but did eventually respond after I said I'd cancel the sale if I didn't hear back; they then requested a payment extension since they had issues with their paypal account. I was fine with that and the transaction went smoothly from there, so I didn't see a reason to leave negative feedback.
This time after bidding on the OTKs, they once again ignored my TOS, ignored my PM, and ignored the invoice.

Notified me on the last day of my pay window that they needed additional time after two messages asking them to pay the invoice, I really would have appreciated being notified sooner. Paid within requested window however, so fine transaction since.
