Item had an extra layer of fabric apparently sewn on by someone other than the original manufacturer (I assume to accommodate height) but was easily removed and not a huge deal.

Item description said "New with Tag", but there is no Tag. I can't say if the Dress has been worn, but it looks good and besides some quality issue (which is normal for a TaoBao-Dress) I could not find any damages, therefore it's fine for me. Thank you.
