Hem frill skirt
Vintage square dancing skirt from Pete Bettina, not sure of year. This has been a house skirt for me for some time, I originally got it thinking I could modify it slightly and make it a Lolita skirt, which ended up never happening. Made of a sturdy cotton. Cute with or without a petti.
This skirt has been modified, the waistband has been taken in about 3inches in two 1.5inch folds (see last pic). This seems to have been done in a way that it could be let out again easily and without damaging the skirt.

Hi, the exact measurement is 13 and 1/4 inches flat. (Without letting the waist band out where it’s been taken in)
