I think it might be Hearts & Roses London punk dress but the logo doesnt have that fancy border their items have so I´m not sure. I bought it 2nd hand and as it doesn´t feel cheap it might just be older release? If anyone knows more about it I´d appreciate if you would tell in comments.

As shown on the 3rd image, one of the belt parts is held together by pin but it can be sewn back.
